I have to agree with your Laura, but at the same time for some people if they actually monitor their dog it is easy for them to see these can start to help them. I know from experience moving the pads outside definitely helps out!
Would you tell me more about moving the pads outside please. If that helps it would be a great benefit for me to know about it because I get frequent complaints about the training pads and house training or lack of house training is one reason people get rid of their dogs. Thank You, Laura
Sure, I had a dog which was paper trained! Talk about a mess I left a newspaper on the floor to pick up a minute later because it fell out and he peed all over it. The way I got him broke of the habit was starting to leave his peed on paper outside. He started seeing the papers outside and started using them, now I did have to weight them down with a rock. However, this led to him finally getting to go outside. Then he would start to explore the outside of the paper more (the breeder never let him outside in 10 weeks). After he started doing this he started to get more interested in doing his business outside. That is how I moved them outside, but to get him totally outside I had to gradually slide the paper closer to the door until he realized the potty area was going to be outside, but using his own peed on papers worked well to and he eventually stopped using the papers inside all together.

Many dogs and puppies use the potty pads as chew toys, use the bathroom off the edges or all around the pad but not on it and continue to go potty in that spot even after the pad is gone.
